A national doorway into local systems

MLIT's nationwide akiya-bank initiative aggregates information from participating municipalities through selected operators, At Home and LIFULL. It makes discovery easier, but each underlying municipality and listing remains responsible for its own information and process.

The same home may therefore appear on a national portal, a municipal page and a broker page. Follow the links until you reach the page that identifies the current listing and the person handling enquiries.

02 · FOUR SOURCES

Read four kinds of rules separately

Confusion usually begins when a buyer assumes one document controls everything. Build a small source file for each candidate property and record the date you checked it.

  • Listing: price, condition, location, availability and the official enquiry contact.
  • Akiya-bank program: user registration, eligibility, viewing and communication steps.
  • Transaction: broker, fees, important matters, contract, deposit and handover.
  • Support program: residency, age, income, contractor, application and completion requirements.

03 · LOCAL VARIATION

Expect the application path to change by municipality

Municipalities design their systems for local circumstances. Some require user registration or an interview; others route enquiries directly to an owner or broker. Requirements may refer to relocation, intended use, community responsibilities or tax status, while individual listings can add their own conditions.

Availability wording also differs. A property can remain visible while discussions are underway, or be removed only after a later milestone. Ask for a direct status confirmation before spending money on travel, inspection or translation.

04 · CURRENT EXAMPLES

Two municipalities, two layers of responsibility

Ome City explains that its akiya bank publishes property information, while negotiation and contracting are handled through a member real-estate company. A fee may be charged if a contract is concluded, and the city does not participate in the negotiation or contract.

Hachimantai City's property page warns that a displayed listing may already be under negotiation and tells users to contact the broker or owner directly. Its separate housing-support program has its own requirements, including conditions related to age or recent migration, residence, intended length of stay and local tax status.

05 · OVERSEAS PLAYBOOK

Make a concise enquiry that is easy to answer

A municipality or rural broker may not have an English service desk. A short, specific enquiry is more useful than a long life story. State the listing identifier, your intended use, whether you can communicate in Japanese, where you live and when you could visit.

  • Is the property currently available, reserved or under negotiation?
  • May a non-resident overseas buyer apply, and is user registration required first?
  • Who is the licensed broker or authorized transaction contact?
  • What documents and viewing steps are required before an offer?
  • Are there property-specific use, repair or handover conditions?

06 · FINAL CHECK

Reconfirm every local promise before acting

Program pages, listing status and subsidy budgets can change. Save the URL and date checked, but ask the official contact to confirm any point that affects your offer or renovation plan. Get contractual obligations in the transaction documents and subsidy eligibility in writing from the responsible program.
